It’s always a good time to revisit our college’s Freedom of Expression (FoE) policy—but especially during Constitution Week!
GHC’s FoE policy mirrors the University System of Georgia’s standard policy, and you can read the full version here. But here are a few key highlights to keep in mind:
- Students may demonstrate without prior approval as long as:
- The demonstration is peaceful.
- It does not obstruct classrooms, offices, or pathways.
- The number of participants is under 30.
- Faculty and staff may also demonstrate under the same conditions—peacefully, without obstruction, and with fewer than 30 participants.
- If you expect more than 30 participants, please notify either the Office of Student Engagement or the Dean of Students at:

- deanofstudents@highlands.edu
You’re not asking for permission—just letting us know when and where, so we can help ensure safety and peace for everyone involved.
- If your demonstration grows beyond 30 participants, please contact a member of Student Engagement, the Dean of Students Office, or Campus Safety. We’ll help relocate the demonstration to a space that maintains visibility while ensuring community safety.
- Non-GHC community members must submit a Public Forum Request Form to the Office of Student Engagement for review and approval before coming onto campus.
- Flyers and pamphlets are also covered under this policy:
- Materials from recognized student organizations (RSOs), departments, or the college do not require approval.
- All other materials from non-GHC individuals or groups must be approved by the Office of Student Engagement.
